Mayor Pro Tem Martha R. McQueen-Legohn



Port Hueneme City Councilmember Dr. Martha McQueen-Legohn retired from the Naval Air Warfare Center Weapon’s Division, Point Mugu in April 2022 after thirty-three years of federal service in support of the U.S. Navy and Marine Corps. During her career, organizations worked included Publics Works, Facilities Support Contracts, Legal Counsel, Business Financial Management, and the Director of Business Operations for the Avionics, Sensor and E*Warfare Department. She states that serving on the Port Hueneme City Council is a way to continue her public service.

As the former Director of Business Operations for the large naval engineering organization, Dr. McQueen-Legohn possesses a varied background which includes organizational and personnel leadership, organizational management and development; change management, financial/budget management, program coordination, and administrative experience. Her strengths include strategic planning, sound leadership and judgement, analytical and critical thinking, learning agility, self-awareness, effective interpersonal and teaming skills, and oral and written communication.

Dr. McQueen-Legohn is an Adjunct Professor with the University of La Verne (ULV), La Verne, CA, where she provides instruction in a variety of business and management core and program courses within the College of Business and Public Management Department. She is an alumna of ULV where she earned Bachelor’s, Master’s and Doctorate degrees in Business Organizational Management and Organizational Leadership. She also served as instructor for the Electronic Warfare Engineering Certification Program, Naval Post Graduate School Master’s Certification Program.

Dr. McQueen-Legohn is a native of Oxnard but relocated to Port Hueneme in 2010. She is the youngest of seven children, the mother of one son and five bonus children, and is the wife of Mr. Fundi Legohn - a retired music educator and musician. She is a small business owner and a life-long learner.
