Currently serving his second term on the Port Hueneme City Council, Doug was raised in Garden Grove, California, and joined the US Navy when he was 17 years old. Doug was trained as an Assault Boat Engineer and served with the Riverboats on the Mekong Delta in Vietnam 1970-71. While in the Navy he also served as a Planner and Estimator for Nuclear Submarine repairs; Power Generation and Distribution Manager at an Isolated Duty Station; Undercover Investigator for the Armed Forces Police in the San Francisco area; and shipboard duty maintaining auxiliary equipment. He was Honorably Discharged in 1980 with numerous medals including the Combat Action Ribbon, Meritorious Unit Commendation, and Republic of Vietnam Gallantry Cross.
From 1981 through 1992, Doug served in management positions at Delta Diablo Sanitation District in northern California; and at Chino Basin Municipal Water District in Southern California, where he managed multi-million dollar construction projects and responded to numerous and significant environmental issues. In 1993, Doug turned down a position at the San Diego Port District to come to the City of Port Hueneme and serve as the Public Works Director. Having visited Port Hueneme while in the Navy, Doug remembered its beauty and hometown atmosphere, and knew that Port Hueneme was the place where he wanted to raise his family and serve his community.
While serving as Port Hueneme’s Public Works Director, Doug played a significant role in the establishment of the Port Hueneme Water Agency and managed the construction of the Water Treatment Facility and distribution system. Doug also consolidated the Commercial Solid Waste collection into the City’s operations, started the City’s Recycling efforts, and made many street, sidewalk, park, and beach area improvements. Doug successfully acquired contracts with the U. S. Navy for the City to provide Water and Wastewater services to them, and negotiated water contracts for the City guaranteeing Port Hueneme a 35-year quality water supply.
Doug resigned from the City of Port Hueneme in 2003 to serve as the Public Works Director for the City of Ojai, where he retired in 2007.
Doug holds a Masters Degree in Public Administration from CSU Northridge, a Certificate in Management and Supervision from Los Medanos College, numerous Technical Certifications from the California Water Environment Association, a Diploma in General Law Enforcement from the National Training College, a Private Pilot’s License, and is a Certified International Open Water SCUBA Diver.
Elected to the Port Hueneme City Council in 2008 and re-elected in 2012, Doug hopes to assist the City in balancing its budget, enhancing business opportunities within the City, maintaining our Police Department, and working cooperatively with the other Council Members to improve and protect the quality of life for the citizens of Port Hueneme.
