Parking Enforcement enforces local and State laws related to illegally parked vehicles, vehicle code mechanical violations (fix-it tickets), and other vehicle violations including removal of abandoned vehicles on public property.  Parking Enforcement also provides roadside assistance and traffic control.

Pay your citation or you may also fill out our Administrative Review Form to dispute a citation. 

Street sweeping in the City of Port Hueneme is done on Thursdays and Fridays.  There are only four holidays per year that streets are not swept:
 - New Year's Day
 - July 4th
 - Thanksgiving (THURSDAY only)
 - Christmas

Streets are not swept in the rain.  However, if it's drizzling, chances are the street sweeper will be coming around.  You are allowed to park on the street after the sweeper has passed.  If you anticipate a problem with parking on your assigned sweeping day, call City Hall (805-986-6552) prior to the posted time and provide your vehicle make, color and licence plate number as well as the reason the car cannot be moved.

CITATION PAYMENT PLAN OPTION FOR INDIGENT PERSONS

Effective July 1, 2018:  Individuals who are indigent and can provide proof of indigency may request a payment plan. 

Payment of unpaid parking fines and fees may be paid off in monthly installments of no more than twenty-five dollars ($25) for total amounts due that are three hundred dollars ($300) or less.  However, unpaid parking fines and fees shall be paid off within eighteen (18) months.  There shall be no prepayment penalty for paying off the balance prior to the payment period expiring.

If an indigent person enrolls in the payment plan, all late fees and penalty assessments, exclusive of any state surcharges described in Sections 70372, 76000, and 76000.3 of the Government Code, will be waived.

However, the charges may be reinstated if the person falls out of compliance with the payment plan.

The processing fee to participate in a payment plan is five ($5) upon proof of indigency, which will be added to the first installment due.

Proof of Indigence – Qualifying Conditions

A person is "indigent" if any of the following conditions are met:

1.   The person receives public benefits from any of the programs listed in subdivision (a) of Section 68632 of the Government Code.

2.   The person meets the income criteria set forth in subdivision (b) of Section 68632 of the Government Code.

Government Code Section 68632 Section (a):

  • Supplemental Security Income (SSI)
  • California Work Opportunity (CalWorks)
  • Supplemental Nutrition Assistance Program (Food Stamps)
  • County Relief, General Relief (GR) or General Assistance (GA)
  • Cash Assistance Program for Aged, Blind and Disabled Legal Immigrants
  • In-Home Supportive Services (IHSS)
  • Medi-Cal

Section (b):  An applicant whose monthly income is 125 percent or less of the current poverty guidelines updated periodically in the Federal Register by the United States Department of Health and Human Services.

Proof of Indigence – Verification

The person may demonstrate that he or she is indigent by providing either of the following information, as applicable:

1.   Proof of income from a pay stub or another form of proof of earnings, such as a bank statement, that shows that the individual meets the income criteria set forth in subdivision (b) of Section 68632 of the Government Code, subject to review and approval by the processing agency or its designee.  The processing agency or its designee shall not unreasonably withhold its approval.

2.   Proof of receipt of benefits under the programs described in subdivision (a) of Section 68632 of the Government Code, subject to review and approval by the processing agency.    Proof of receipt will consist of a copy of the most recent Verification of Benefits Form, Notice of Action (Approval) Letter or Award Letter.  The processing agency or its designee shall not unreasonably withhold its approval.

If a person has no income or does not receive Public Assistance, a copy of his/her annual earnings from the Social Security Department is required for proof.

If a person's indigent status is found to have been willfully fraudulent, his or her fines and fees reduction shall be overturned and the full amount of fines and fees shall be restored.
